llama.cpp b9904 fixes SYCL CONT & CPY unit tests

The llama.cpp project released version b9904, which addresses unsupported unit test cases for CONT and CPY operations within the SYCL backend.

• The release includes binaries for macOS (Apple Silicon and Intel), iOS, Linux (Ubuntu x64, arm64, s390x), Android (arm64), Windows (CPU, CUDA 12/13, Vulkan, OpenCL, ROCm, HIP, OpenVINO, SYCL), and openEuler.
• macOS Apple Silicon KleidiAI support is disabled in this build.
• The update also involves modifications to ops.md and the removal of an unused header file.

This release provides updated binaries for various platforms and hardware accelerators while resolving specific SYCL backend issues.
