llama.cpp b9960 removes loading.html and disables KleidiAI

The llama.cpp project released build b9960, which includes a change to the server component that removes the loading.html file.

• The macOS Apple Silicon (arm64) build with KleidiAI enabled has been disabled.
• Binaries are available for macOS (Apple Silicon and Intel), iOS, Linux (Ubuntu x64, arm64, s390x with CPU, Vulkan, ROCm 7.2, OpenVINO, SYCL FP32/FP16), Android (arm64), Windows (CPU, OpenCL Adreno, CUDA 12/13, Vulkan, OpenVINO, SYCL, HIP), and openEuler.

This release provides updated binaries for various platforms while removing specific UI assets and disabling a previously enabled AI feature on macOS.
