FOI-O is a reusable process-modelling method and verification infrastructure designed for Freedom of Information administration, with FOI-O NZ serving as the only implemented jurisdictional profile based on the New Zealand Official Information Act.

The system models request records first, utilizing request profiles, observed correspondence events, controlled vocabularies, and provenance to track changes. It incorporates review queues, release metadata, bounded agent contracts, and semantic assets, supported by JSON Schema contracts, Python data models, SKOS vocabularies, OWL, RDF, and SHACL assets.

The project provides deterministic examples, quality gates, tests, BPMN and PNML process models, and XES/OCEL-style fixture exports to facilitate validation and reuse, while explicitly excluding human certification of legally meaningful outcomes from autonomous tooling.
